KARACHI (Babar Ali Awan) Government of Sindh has given additional charge of Grade 20 post of Director General Health Services Sindh to Grade 19 Pakistan Administrative Service (PAS) officer Shehryar Gul Memon in violation of court orders and service rules. In this regard, the Chief Secretary Sindh issued a statement on Monday, September 21, according to which Shehryar Gul Memon, who is the coordinator of the Emergency Operation Center Sindh for Polio, has been relieved from the additional charge of Special Secretary Health and given the additional charge of DG Health Services along with his current responsibilities until further orders. It happened. It may be recalled that the Health Department in its March 2021 announcement, referring to the Supreme Court’s orders in Constitutional Petitions No. D-4134/2020 and 5842/2020 and SGA&CD’s letter dated March 24, 2021, ordered immediate cancellation and withdrawal of look-after, additional charges and OPS given in Health Department institutions and hospitals. Experts say that when the health department itself has withdrawn such additional and look-after charges on the basis of court orders, the current notification contradicts these court orders. According to him, if such arrangements were prohibited in the said court orders, then giving additional charge of a grade 20 post to a grade 19 officer falls under the category of violation of court orders. According to technical experts, under Rule 8-A of the Sindh Civil Servants (Appointment, Promotion and Transfer) Rules, 1974, there is a requirement of an officer belonging to the relevant cadre or service for acting charge and the post of DG Health is reserved for Health Management Cadre. Which was formed by the Sindh Health Department with the approval of the cabinet for appointments on administrative posts and even at that time there are more than thirty officers of grade 20 of health management cadre in the health department who were available for posting on this important post, while many officers of grade 19 are also present in this cadre, yet a bureaucrat of grade 19 was given the additional charge of DG Health. It should be noted that a month ago, Jang had reported the possible appointment of a bureaucrat to the post of DG Health on August 21 and the official notification of September 21 proved Jang’s news to be true, but now serious questions have been raised on the procedure of this appointment in the light of service rules and court orders.
