The Tosha Khana rules have been made more stringent, the federal government has implemented new rules. Cabinet Division has issued notification of Tosha Khana Management and Regulation Rules 2026.

According to the notification issued by Islamabad, receiving gifts except the Prime Minister and the President will be discouraged.

According to the notification, the auction money will be spent on the education of girls in the backward areas, every financial year there will be a third party audit of all the gifts received in Tosha Khana.

All gifts will be sold in open public auction, cultural, historical and diplomatically sensitive gifts will not be auctioned, preferably twice a year and at least once.

According to the notification, government officials and their families will not be able to participate in the auction, gifts in case of sets will not be sold separately.

There will be live media coverage of the auction, a committee headed by the cabinet secretary will be formed to take decisions on gifts, the committee will include additional secretaries of finance, foreign affairs, law and culture divisions.

According to the notification, the committee will decide which gifts are auctioned and which are historical.

According to the notification, the gift received must be submitted within 30 days, in case of a trip abroad, the gift must be submitted within 30 days of return, for gifts coming from a separate ship, there will be 60 days.

According to the notification, employees of grades 1 to 4 will be able to keep the cash reward, a complaint will be filed in the court for not submitting the gift within the stipulated period, the market value of the gifts will be determined by FBR and a private appraiser. In case of difference of more than 25% between the two prices, third appraiser’s opinion will be final, AI can also be used for reference price.

The cost of weapons will be fixed by POF Wah, the security of gifts will be entrusted to a grade 20 officer, CCTV and locking have been made mandatory in the Toshakhana storeroom.

According to the notification, the record and picture of all the gifts will be published on the web portal, the name of the person giving the gift and the country will not be disclosed.
